AP reported a written Russian warning to NATO over Kaliningrad, and quoted the Russian Embassy in Ireland saying Russia “would be ready to use all its arsenal, including nuclear weapons.” NATO confirmed receiving a written message on 30 September. Putin later spoke of “all weapons” without specifying nuclear ones. The report describes no alert change, and this is scored as a political statement, not an operational change.
